style(admin): 侧边栏去掉「侧栏卡片」小标题，说明贴近标题

- 删除 SidebarPanel 里的「侧栏卡片」标签 - SidebarPanel 不再挂 .admin-form（它带 20px margin-top），标题到说明的距离由 32px 变成 12px，与「内容卡片」一致 - 三个开关行间距不变（Space gap=md）
